"And again, is the question of infrastructure attacks being discussed, because if we do continue this special military operation further, if we do not freeze it, then, I think, we will plainly fail to resolve many tasks without infrastructure strikes, without a forced additional outflow of Ukrainian population in Europe, and generally speaking this does not comply with classical warfare.
We see, for instance, that for all these 8 years, the Ukrainian army has been attacking targetedly. And what were the targets? Water supply, power supply, gas pipelines, bridges, roads. Why? Because these are military science fundamentals. To paralyze communications, to paralyze actions, work of civil infrastructure as factor for facilitating, yes, offensive or any other, for example, defensive, any you want, military actions. Is it possible to wage war in another way? When the special operation started, we said we would show this now. Ok, I do not know, we have shown something but the expected effect was not finally achieved. This did not bring it. So, therefore, either the decision to act in line with some classical axioms of military science is taken, or to try to invent something, so to say. Or to seek a political decision.
This is, actually, the situation. The only thing is that the political decision, it should not look like any our climbdone. Though, as I understand, carrying out referendums on this territory, it states that at least for this part of the territory there will be no climbdones."
